Three Decades of Pioneering Leadership in Carbon Trading:
Widely acknowledged as one of the pioneers in the field of carbon trading, Frank Joshua boasts an impressive three-decade-long career. His journey commenced with a decade-long leadership role (1990 – 1999) at the United Nations Conference on Trade and Development (UNCTAD) in Geneva, Switzerland. During this pivotal period, Frank assembled and led the UN’s inaugural international expert teams. These teams were instrumental in designing, negotiating, and implementing pioneering carbon trading mechanisms under the Kyoto Protocol.

Frank’s significant contributions also extended to organizing and chairing UNCTAD’s Emissions Trading Policy Forum (1996 – 1999) and the International Working Group on the Clean Development Mechanism (1996 – 1999).

Founding the International Emissions Trading Association (IETA):

As a testament to his commitment to advancing the carbon trading domain, Frank co-founded the International Emissions Trading Association (IETA) and served as its inaugural Executive Director from 1999 to 2001.

Executive Leadership in the Private Sector:
Over the past two decades, Frank has held key executive positions in the private sector, offering carbon asset management services predominantly to companies in the European Union, China, and various Southeast Asian countries. Noteworthy roles include:
  • Global Director for Carbon Trading at Arthur Andersen, London, United Kingdom (2000 – 2002): In this role, Frank assumed responsibility for Andersen’s carbon trading teams across strategic locations, including London, Paris, Madrid, Sydney, and Melbourne.
  • Managing Director, Natsource-Tullett Europe, London, U.K. (2003 – 2004): On leave from the UN, Frank played a pivotal role in shaping Natsource-Tullett Europe as a world-leading carbon brokerage.
  • Co-Founder and Chairman, AAP Carbon Limited, Johannesburg (2006 – 2010): Frank contributed to the success of AAP Carbon Limited, a bespoke carbon emissions reduction project developer focusing on utilizing waste gas from ferro-chrome smelting for power generation.
  • Co-Founder and CEO, China Carbon Corporation, Beijing, P. R. China (2007 – 2013): Leading CCC, Frank advised and assisted major foreign corporations in acquiring carbon credits (CERs) from CDM projects in China.
  • Co-Founder and Executive Director, Transocean Compass Clean Energy (TCCE), Hong Kong (2014 – 2016): At TCCE, Frank played a vital role as a carbon fund manager, strategically investing in Chinese Certified Emission Reduction (CCER) projects under China’s National Emissions Trading Scheme.
